Naveen Sikhera joins as the new SSP of Muzzafarnagar, ruled by Shaukeen and the Dedha Brothers. When a member of the Dedha clan is killed by a close ally of Shaukeen, Shaukeen has to inform on his whereabouts to avoid a gang-war.

Vinay Tyagi is kidnapped by Shuakeen's gang for a huge ransom. When his father implores Sikhera to take action, he confronts Shaukeen in his ghetto. The meeting leaves Shaukeen a bit shaken and he gets Vinay beheaded to instill his fear.

After the death of Vinay Tyagi, the people of Muzaffarnagar have completely lost faith in the police. Naveen calls his team from Meerut to assist in his battle against the criminals and Salim is chosen to infiltrate Shaukeen's gang.

Sikhera asks Vinod to set up a mobile surveillance unit. Soon, it taps Farooq's call with Rashid and in a massive encounter, Rashid and his henchmen are killed. This worries Shaukeen as the clouds of danger start gathering on his fortress.

The police have upped the ante. Aslam Rana, the politician backing Shaukeen, seems anxious by their actions. He pressurizes Shaukeen to take action against Sikhera. He decides to entrap Sikhera by involving Bunty, Dedha's brother-in-law.

Sikhera's team kills Bunty in a massive encounter. They also trap Gurjan, Dedha's man, in a fake lottery scheme. They get to know that Pintoo Dedha is coming back to Muzaffarnagar and decide to capture him.

Pintoo Dedha successfully escapes. Sikhera realizes there is a traitor in the department. Salim makes his way into Shaukeen's house. Farooq feels that their terror is waning and decides to kidnap Vikram Tyagi in Shaukeen's absence.

Farooq kidnaps Vikram Tyagi and calls his father for ransom. Sikhera's team follow the old man. Farooq is taken under custody while Vikram Tyagi is brutally murdered. Sikhera gets instructions from IG to halt all operations.

Sikhera entrusts Rajesh, his driver, of taking Farooq to the court. Shaukeen decides to free Farooq from the premises. A massive encounter takes place. Farooq tries to escape but Rajesh kills him, sacrificing his own life in the process.

Salim mixes a drug in Shaukeen's food and abducts him to a distant field. When Sikhera reaches there, he finds Salim hanging on a tree. A massive crossfire follows between Sikhera's men and Shaukeen's gang ending with Shaukeen's death.
