Gärster is in despair after Reiko Böttcher's death. He feels threatened and offers ZERV his cooperation. After Frauke Beckmann found out that State Secretary Bohr used to work for a weapons company, the ZERV surprisingly target their own boss. Suddenly the press fire on ZERV. Peter Simon makes a deal with Gärster. If Gärster provides evidence against Bohr, he gets witness protection. Karo Schubert brings her daughter Silvie together with ZERV investigator Holger Bündner. Together they track down former victims of the Jugendwerkhöfe and hijack Herrich's trial against ...

While Frauke Beckmann is observing Gärster, she makes a shocking discovery: her colleague Holger Bündner is the long-sought mole in the ranks of ZERV. Peter Simon can arrest Gärster, but he bounces off Holger. He works for the BND and therefore enjoys immunity.
