Korablev stays in Yuzhnomorsk to reveal the secret of the "puppeteer" who keeps the entire Black Sea region at bay. So Andrey becomes one of the operatives of the homicide department, which is subordinate to Veslovich. Soon, under unclear circumstances, Korablev's neighbor dies. The policeman is sure that his death was not accidental.

Korablev discovers an old barge near the shore. Examining it, he draws conclusions about the possible presence of drug dealers here, which he reports to the department. Stepanovna, meanwhile, is being held captive by a bandit group. Andrey goes to sea in search of her.
