John relentlessly pursues a preacher whom he believes has murdered two young girls.

With his career on the line and warrant expiring, John works the case hard to find evidence for a court of law.

Westy goes to Capitol Hill to argue against budget cuts. Jimmy wants to investigate an escalating arsonist who has yet to kill. Westy is dismissive but assigns Ann to be his partner. Tony is forced take Ann's place in the hearing.
