Big Boss sends Rock Krusher and Buttons McBoomBoom to find a secret stash of money hidden thirty-five years ago after a robbery.

When the President of the United States visits Empire City, Big Boss sends his henchmen to hold her hostage.

The Big Boss uses the President of the United States to steal an aircraft carrier. He uses it to threaten Empire City and lock-up the members of C.O.P.S.

Three new crooks, Hyena, Bullit, and Louie the Plumber arrive at Empire City and challenge Big Boss to "The Criminal Games."

After a heatwave hits Empire City, the city's water supply is nearly depleted. Inspector Yukon of the Royal Canadian Mounted Police offers a huge iceberg to help replenish the city's reservoir, but Big Boss steals the iceberg and hold it for ransom.
