Bill Kelley grew up in the state of Oregon, but as a teenager began traveling and working all over the country in such places as Alaska, Michigan, Virginia, and all throughout the Rocky Mountains and Desert Southwest, and is an active hiker, mountain climber, boater, skier, and bungee jumper. He then was trained as a filmmaker at the Northwest Film Center in Portland, Oregon, and at Public Access TV in Salem, Oregon.
